Mediawiki use Echo extension to produce notifications in wikis, and newsletter has its own custom notifications for announcing a new issue for Newsletter.

To produce the same, you will have to:

1. install both MediaWiki-extensions-Newsletter and Echo extensions.
2. create a newsletter
3. add a new user to subscribe to it
4. publish a new issue of the newsletter, and check the notification for the subscriber

I think the first task would be to come up with an icon (which could also be the logo of the project?). For the sake of consistency, it could follow the style of other notification icons.
