Options form at the top of old Special:RecentChanges needs cleanup

Description

The form at the top of Special:Watchlist changed recently from links to checkboxes (T50615: Options form at the top of Special:Watchlist needs cleanup). It would make sense to adapt this change to Special:RecentChanges, too, which currently has nearly the same amount of link elements, which could be merged into dropdown lists and checkboxes.

Suggest holding off on this in favor of T144448: Build all front-end elements for the new Recent Changes (RC) Page user interface which is mostly done already and live on Beta (and planned for Watchlist later). See http://pauginer.github.io/prototypes/edit-review/recent-changes/index.html .

As long as old filters are still available on an opt-in basis and they are the non-JavaScript fallback then it'd be still nice to see these checkboxes implemented, especially in order to overcome localization problems (T64067).
