Tooltip for Category gets sticky, once its deleted from the field

Description

Steps to reproduced:

1.Insert a file
2.Fill up all the fields in Release Rights section, including category
3.hover over the category it has a tooltip saying it lacks a description page
4.Delete the category

Observed Result:
The tooltip remains there, also remains even if i go to the next tab , or keep uploading more files.

Hmph, I was hoping I fixed this with T115636. Not sure if something in OOjs UI caused a regression or if I didn't really fix it then.
