Global user contributions doesn't work

Description

This morning GUC didn't show any contrib from IPs which actually had contributions, now it returns "Error: Database error: Unable to connect to meta_p". It works for registered users though it doesn't count projects an user has edits in.

This looks like resolved to me, but I will let @Vituzzu close it or comment on it.

I checked a few IPs that has made edits recently and it seems to be resolved.

This new issue was caused by T119604. It should be fixed now.
