Description

How it works now:

Open a page in VisualEditor.
Open Categories dialog.
Take hands off keyboard to click in the 'Add a category' field.
Type the name of the category.

How it ought to work:

Open a page in VisualEditor.
Open Categories dialog.
Type the name of the category.

Reproducible consistently in Firefox. It looked like it was working the way that IMO it should work exactly once (the first time) in Safari 9, but never since then.

Hmm. Works for me in Chrome

This works for me today in all browsers I tested (Chrome, Firefox, Edge). Either we fixed it or the browsers did, no idea when.
