Make Content translation available for file descriptions on Wikimedia Commons

Description

Currently description translation for file descriptions on WIkimedia Commons is very fiddly, the Content Translation tool could be used to make this a lot easier and so encourage many more translations. Defining most needed translations could be done by looking at most used files, high quality or featured images or other metrics.

@Mrjohncummings: Is the task summary a bug report? It does not sound like a feature request.
Should this be under ContentTranslation and potentially Commons? Please associate projects when creating tasks. Thank you!

@Aklapper Thanks for the suggestions, I'm pretty new to Phabricator. Not sure if it is a feature request or not, I'm asking for something that isn't currently available.

ContentTranslation is about translating long paragraphs and developing them into a distinct article.
MediaWiki-extensions-Translate is about translating short strings and keeping them up to date.
So far it seems the latter is a better fit.
