Ask Coinbase to export CSVs in an encoding that is compatible with Excel

Description

They're currently exporting as UTF-8, which is great but Excel is unable to open these files without mangling the international characters. We'll have to experiment to figure out what works, but the internets warn us that we should either use ISO-8859-1, or UTF-16LE with a BOM and TSV rather than CSV.

No rush on this, but I'm curious what your Excel will do with the above three files. I'm hoping that the UTF-16 .tsv file will open with the correct characters.
