GC 12/1 donor received 'Forbidden' error for successful donation

Description

The donor in Zendesk #175336 received an error message: Forbidden: You do not have permission to access this page for a successful donation. The transaction id is 7364264715.

We have no way of knowing how many donors are affected by this, but it's pretty confusing to the donors, and it would be great if this could be considered on the higher end of the priority range.

I am not sure if this is exactly the same issue, but we have another successful GC donor who received an error, transaction 7824274919. They said the process hung when they entered their CVV, though the donation reached status 800. Zendesk #175107

Bread Crumb #1 - This can happen on the payments cluster if something happens to the user's session between the time they leave for GC, and the time they come back. This can also happen if the user tries to hit the resultswitcher twice for their one payment. Either way, there should be a log trail on our end.

Also: We can absolutely grep for the forbidden log message in our logs. So, we totally have a way of finding out how many people are getting this.
