Support Unesco translation campaign with Content Translation

Description

Related to the support of campaigns (T96147) and what was discussed in November roundtable. Content translation can be useful for supporting a translation campaign being organised by Unesco. This has the potential to bring new translators and is a great usecase for learning about the organisation of translation campaigns.

With the current timeline, we could not aim for a fully-integrated system supporting campaigns inside Content Translation, but we can polish different corners to make the organisation and participation process more fluent for this and other campaign.

This ticket aims to collect al related issues/features to support this particular campaign. As the list grows we may want to prioritise them to identify which are the high priority blockers.

Thanks @Pginer-WMF, only the World Heritage Wikidata list is finished at the moment, is it possible to add to the lists once they have been made?

For now, the creation of campaigns is a very manual process. We can create a campaign based on a Wikipedia category for a language pair (being generalised in T120363 with more language flexibility). This is an initial load, that can be applied later to extend or update lists. So a relevant Wikipedia category can be helpful as an initial test to learn from.

For future developments we are considering allowing users to edit their own lists (T114748) as well as defining dynamic lists based on queries (T115869).

(I do not see anything being tracked in this task. Proposing to remove the tag and the word "tracking" from the task summary. If you use "tracking" differently, please elaborate.)
