Category suggestions based on filename, description and location

Description

For many users and especially for beginners it is hard to quickly find appropriate categories for files. To support the user i suggest to develop an algorithm that is suggesting such categories by checking the filename, the description and location of the file against already available files, categories and galleries in Commons. Even Wikidata and Wikipedia could be included. Having such an algorithm the UploadWizard could be enhanced to suggest categories for uploaded files. Furthermore, we could generate a maintenance list or even a game to enrich already uploaded but uncategorized files.

Sorry about the slow response here. I don't know if @matmarex or @matthiasmullie have time to mentor someone through this problem. I might be able to do it, but it largely depends on when the project is taken up, and what the team's goals are that quarter.

As we are in the process of showcasing project ideas on the landing pages of GSOC/ Outreachy, it would be really helpful if you could edit the task description and add what skills would be needed for the implementation of this project, technical details, etc. and maybe consider reviewing the description one more time. Thank you!

Removing the Possible-Tech-Projects tag as we are planning to kill it soon! This project does not seem to fit in the Outreach-Programs-Projects category in its current state, so I am not adding that tag right now!
