Apply recentchanges special partitioning to a redundant slave at least on s1, s4, and s5

Description

This has been already done on s1 for eqiad. At least other shards like s4 require it, while it has not been applied to codfw at all as it didn't use to have enough servers.

s1 and s4 prepared on dallas, too. We need to know what SPOF are missing (partitioning is not a hard requirement for small wikis). Probably:

  • s5: wikidata and dewiki
  • s6?
  • Not s2, probably not s7 (but has to be tested)

This has been applied to one slave on codfw for all shard, (except s3).

This is no longer a blocker to deploy codfw live. However, we may still want to apply it to an additional slave, both on codfw and eqiad, on s5, maybe itwiki, zhwiki and eswiki, too.
