Work with HR to find the distribution of WMF employees and contractors across time zones. Recommend times which are least painful for WMF-all meetings. Publish results to WMF-l and post recommendations in an easy to find locations. Also recheck every 6 months (or yearly?).

Assuming this is about WMF staff only, with people all across Northern America, Europe, India and Australia (to just name some areas) I guess that something around 09:00PST / 17:00UTC / 18:00CET / 22:30IST / 04:00AEST has been the unwritten assumption so far (though I wonder which exact criteria you plan to apply for finding recommendations).
