Description

Problem

When a user enables "Send usage reports," the app does nothing. This is kind of lame, and won't provoke much rejoicing.

Proposed solution

Instead, we should have a fun animation that gives the users a rush of warm tingly feelings for contributing to Wikipedia, even in a small way.
