Long-term plan for multi-master sync issues

Description

We should discuss the plan for resolving data duplication between MediaWiki and WEF databases. The WEF software is currently headed for sole ownership of all data about courses, but I suspect that a better arrangement is to slowly migrate the data towards MW as it is supported by extensions and core APIs, leaving the WEF dashboard free to prototype additional schema and not responsible for maintaining a weight of historical data.

My theory is that, if data such as "article reviewed by" becomes supported by MW, we will end up mirroring exactly that data in the WEF dashboard and eventually it will be advantageous to just use MW as the authoritative source.

We should consider,

  • Which data should be stored on either side, today.
  • What data should be migrated in either direction.
  • How to migrate data safely.
