Hmm, there's no code in the heading handler to fallback to emitting html tags and it sets a constraint of at least 1 newline.

Unless there's an 'html' stx set, I'm not sure how this would happen anymore.

Going to boldly close since it's been so long and we haven't had other reports of it happening here.
