Steps to reproduce:

  1. Go to preferences
  2. For Editing tabs select "Always give me wikitext editor"
  3. Save the preferences

Observe that, user is getting both the option VE and WT for editing.

@Ryasmeen, please can you check this again? I was running into similar issues and made https://gerrit.wikimedia.org/r/#/c/259205/ yesterday to fix them, and the times match up with the creation of this task too.
