Allow users (e.g. me) to upload a picture I've taken of a freely licensed work and license it properly using the wizard.

Description

The wizard asks me if it's my own work, and the picture is, so I say yes, and it marks it Licensed {{self|cc-by-sa-4.0}}.

Result: frequent stupid situations like https://commons.wikimedia.org/wiki/Commons:Deletion_requests/File:Jawalkerparkdedication.jpg

I'm not sure about which tool this report is. You're saying it's UploadWizard, but UploadWizard has an extensive array of licensing options. The file you linked to was uploaded using English Wikipedia File Upload Wizard. What you're describing sounds like cross-wiki upload tool. This is why we always ask to add a screenshot ;)

If it's actually cross-wiki upload tool, this task would be a duplicate of T121012.
