Hovercards not functional

Description

I have the beta feature "Hovercards" "enabled", but it doesn't work. When I "hover" over a page link, nothing happens. Basically, just the link title appears, as if I were editing via an IP account or I'd disabled the account -- yet it's clearly enabled.
