update comScore description on report card

Description

http://reportcard.wmflabs.org/graphs/unique_visitors should let users know that the comScore numbers will not be updated.
Perhaps we can remove it altogether in the 2016.

Prerequisites: a new page on Meta describing why we're not using the comScore numbers anymore.
