Community Tech provides the first specific use case for this: CoT will have ten big projects in calendar 2016, and may estimate some or all of them before recording any meaningful velocity. Currently Phlogiston will not provide forecasts, and will not even provide (other than via database query) total estimates for the projects.

Possible features:

• Provide total point estimate for milestone task plus all descendents (not available in Phabricator)
• Allow user to set a velocity estimate, and generate a forecast from this
• use velocity from something else, maybe from the team's total velocity?
