On or.wikipedia.org, if there is a visit from an IP address then it shows the default time as UTC but for registered user's it is normal (Local time IST).
Is it normal? Can't we set the recent changes time log according to the local time.

It is a question of default timezone. The default timezone is UTC, but the server admins can set $wgLocaltimezone to the correct timezone for your location/wiki.
or.wikisource.org is already using Asia/Kolkata
Yes, it is already implemented in or.wikisource.org and it's showing correctly.
But we also have to set $wgLocaltimezone to the Asia/Kolkata timezone for or.wikipedia.org. Can someone do this task? Do I need to create a new task for this?
