Create CiviCRM naming convention rule: In general, records should not begin with "The"

Description

  1. If anyone adds a record (probably organizational) that starts with "the ", there should be a warning which says "Generally, WMF CiviCRM records should not begin with "The." If you feel the record requires naming in this fashion, please search for the record without "the" before creating a new record."
  2. Alert should have "continue" and "cancel" - continue will create the record and cancel will go back so that the name can be altered before saving

Questions: can the alert contain a link (for example to an internal doc with naming conventions)?

This task is an extension of the clean up work done in T122264 to prevent further incidents.

Hey @CaitVirtue - we just talked through this one. What you're asking for is slightly complicated with the "continue" and "cancel" (not impossible)... it would be sort of trivial to have an alert pop up after record creation that says something like:

"The record you just created goes against WMF CiviCRM naming conventions. Generally, WMF CiviCRM records should not begin with "The." If you feel the record requires naming in this fashion, please search for the record without "the" and merge if this is a duplicate"
