OOUI HTMLForms doesn't show errors for forms with multiple sections

Description

I looked at it and tried to rewrite it (while trying to do T110327) but the code with which HTMLForm creates forms is awful. We will have to do some major refactoring before this can be done nicely.

For an example, enable the oathauth role on vagrant, apply https://gerrit.wikimedia.org/r/#/c/294861/ , visi Special:ChangeCredentials/TOTPEnableAuthenticationRequest and try to pass in an invalid token.
