case sensitivity with IPv6 usernames and &list=usercontribs API

and

Both refer to the same IPv6 user, however the second query returns zero edits. However [[Special:Contributions]] handles both correctly

It should mark the parameter with ApiBase::PARAM_TYPE => 'user'. Looking through the code, I see a few of other modules that may have this same problem.
