Display of IPv6 usernames is inconsistent: lowercase vs. uppercase
Open, Needs TriagePublic

Description

Can we have some consistency with how IPv6 usernames are displayed?

Some of the logs use lowercase, e.g.
MSGJ (talk | contribs | block) blocked 2601:199:100:87ce:7c5f:7ad1:ede:f38b (talk)

But the userpages are uppercase, e.g.
User talk:2601:199:100:87CE:7C5F:7AD1:EDE:F38B

It would be good to choose one method and be consistent.

Every address in English Wikipedia article (besides the infographic at the very top) is lowercase, so it seems preferable to go for lowercase everywhere. Also follows the pseudo-rule of lowercase-only domain names.
