I think the code fix had the effect of hiding all of the new categories, so this is still broken.
This has been working for a while, so the code fix (I think it had to do with phlogiston.py choking when categories were listed in red_recategorization.py but not present in the data?) is probably good. The list of categories is still empty, as a consequence of this 'fix', is a problem, but that's a broader question about how to handle these cases.
