Empty sections are confusing on mobile

Description

Compare https://en.m.wikipedia.org/wiki/Radio#External_links to https://en.wikipedia.org/wiki/Radio#External_links.

It seems the templates are hidden on mobile and no regular links are defined, so no content is displayed. We should either start displaying the templates or hide the header when there are no links.

Easier said then done... stalled until we can find a better solution then scrubbing :)
