Description

Based on T100528#1468476, I prefer to create a dedicated task.

I get that feedback today again : some users want to choose where new Topic notifications on a talk page they watch are displayed. Some of them complain about having a line on their watchlist and a notification. Notification appears to be noisy in that particular case.
