A Wikidata student developer (@Lucie) has created placeholders for wikipedia articles that don't exist, but where the entity has wikidata information. See example here: http://articleplaceholder.wmflabs.org/mediawiki/index.php/Special:AboutTopic/Q3 . Here is information on the extension: https://www.mediawiki.org/wiki/Extension:ArticlePlaceholder.
It is not where it needs to be polish-wise, but a very interesting possibility for bringing in users and encouraging writing in smaller wikis. For instance, right now, google doesn't send swahili searches to wikipedia for "X" since the page doesn't exist...this could change that (maybe? it depends) and it could direct users to either create page or create using article translation tool.
