Description

Special:EnableFlow - create a page and do not add any topics to it.
Create a new page - do not add anything to it.
Go to Recent changes and Contributions - both pages will be displayed there.
Go to Special:Nuke - the empty Flow page won't be displayed on the list.

I think this is a combination of:

EDIT_SUPPRESS_RC in ensureFlowRevision.
Current Flow Nuke handling only handling topics.

An empty (no topics) but existent Flow board must have a description by definition (even if the description is just whitespace).

Actually, I think it could exist if it was created by creating a topics, but all the topics have since been deleted.

I think the causes I listed (1, 2) are right, though.
