AFAICS with the current layout it only makes sense to put in on the right on top of the page links and hide it when there is no floating section on the right on smaller devices.
What about a large page banner instead of a cropped image as done in the mobile apps or on Wikivoyage? (see https://en.wikivoyage.org/wiki/Berlin or http://www.wikiwand.com/en/Berlin)
Page banners are good for geographical entries, not sure about people and other subjects.
