Steps to Reproduce:

Look at VE forecasts: http://phlogiston.wmflabs.org/ve_forecast.png

Expected Results
Links (%TR4%) is shown as completed on the day it reached 100% (James - confirm - is this the desired behavior)

Actual Results
Forecast completion in June, with broad range of uncertainty.
