Fix mobile purging

Description

Currently MediaWiki already sends multiple purges on article edit, to get the canonical /wiki/Foo URL as well as ?action=history both using the canonical desktop hostname. In the short term, we need MediaWiki to also send purges for the mobile hostname when it sends purges for a given desktop hostname, so that we can move forward without a recurrence of T121594.

^ So the fix is in 1.27.0-wmf.11, which is on group0 so far. When it reaches group1 and group2 as well, we can resolve this and unblock T109286.
