It's neither a bug or a feature request, it's only a small improvement. Up to now, when UploadWizard generates location entries templates, they are of the kind "Location dec". Not, that this template is deprecated, now it's a redirect to the template "Location". To avoid these redirections, it could make sense to substitute "Location dec" by "Location".

This has been fixed now, and the fix will be deployed to Wikimedia Commons with MediaWiki version 1.27.0-wmf.12, per https://www.mediawiki.org/wiki/MediaWiki_1.27/Roadmap. This will probably happen on Wednesday, 27 January 2016, but might be delayed by a week since there were problems with the wmf.11 deployment.
