IME not working in the ContentTranslation article selection dialog

Description

When trying to select a new article to translate using the 'Create new translation' button, the user is unable to change IMEs in input fields (source and target article title) in the displayed dialogue.

Dialog that this ticket refers to no longer exists, after T111094 and T178866. Here is how "New translation" dialog displays IME now:

If placement of IME isn't desired, that is different issue, not covered by this ticket.
