On no.wikipedia we would like to enable the 'confirmed' group, providing the same rights as 'autoconfirmed'. Sysops should be allowed to add users to the group.

@Danmichaelo Patch is ready, but one question left: Who should remove this group? If you don't let sysops remove users from that group, you have to ask stewards for that.

It needs clarification whether bureucrats should be able to set and remove this group. A group which can only be set by admins would be very odd. Half of the users which expressed that they favored the idea said the bureucrats and the admins should handle the group, but the question wasn't very specific on this issue at all.
It seems like it is some kind of consensus on that the users (admins and/or bureucrats) should be able to both add and remove the group.
Note that only admins can be bureucrats on nowiki, so I'm not sure if this is an real issue.
Ok, so there is consensus, but I need a concrete statement by your community, otherwise I will not remove my -1 at the patch (means: The patch won't get merged before).
Indeed, as far as I know, on every Wikimedia projects, bureaucrats are sysops.
@Luke081515 If you read the whole wgAddGroups and wgRemoveGroups sections, you'll see the user groups at sysop level are NOT mirrored at bureaucrat level.
There is a clear and explicit consensus for add/remove by sysop: see the "kan sette/resette dette flagget" in the discussion and votes.
@Luke081515 : I forgot to explicitly mention removal in my proposal, but as @Dereckson said, several users have mentioned both addition and removal explicitly, and none have expressed concerns on this issue, so I think it's safe to say that we have consensus for having sysops both add and remove users from the group. You mention that you need "a concrete statement", is this enough or do you need something more?
No, that was before Dereckson mentioned that. The patch is ready, and I think it would be deployed today, or next week.
