T119703 has a list of items that could be specifically interesting to work on for volunteer developers, especially at the Jerusalem Hackathon. We should create more specific descriptions of the tasks with assessments, so developers can get a better understanding of what's expected and what they're potentially taking on. Someone needs to do the technical assessment, and it would be great if Community Tech didn't need to do all of it, given that it's a small team and other teams might be more familiar with the specific aspects of the MediaWiki code base relevant for that project.

We need to a) figure out which team or person is best suited and b) if possible, get their help.
