Review and set-up boostTemplates for more wikis

Description

Boost templates is a parameter used for rescoring, it's currently configured only for enwiki.
IMHO, it's by far one the best criteria used to rescore documents.

The purpose of this ticket is:
1/ review the way we configure boost templates:

  • it's currently a system message so only wiki admins can set-up these values.
  • I think it can be hard for wiki admins to adjust properly the weights
  • I'm not sure but we should maybe move this config into wmf-config

2/ extend the coverage
Other wikis should benefit from this feature but we need to discuss with each community to figure out what are the templates that make sense.
Configured templates for enwiki are :

  • Template:Featured article
  • Featured picture
  • Template:Featured_sound
  • Template:Featured_list
  • Template:Good_article

While we cannot add too many templates here I think we can add more especially templates with negative boost (Stub ... )
We could in theory extend this feature to Categories if it makes sense.

We're actually planning on using ORES instead to serve the same use-case in a more automated fashion. If that doesn't work out, we will reopen this for further investigation.
