Description

We skipped wmf.11 and so we went straight from 10 -> 12. updateWikiversions and friends should provide a way to be more explicit about which versions we want to work on.

updateWikiVersions does explicitly do the right thing and takes a version number. What doesn't is the updateBranchPointers() logic inside.

It's unclear what this ticket is going on about so I'm declining.
