Description

We have Wikimedia Commons to share images and other files throughout all wikis in all languages.

It would be great to have some kind of "per-language Commons" to have ability of sharing of texts on all projects in such language, especialy repeatedly used templates, but not limited to them - pretty much every text in every ns could have the same behavior as currently images do - if present on local wiki, it overrides the "commons" one.

Furthermore because of different copyright laws it would be useful to have some kind of fallback mechanism for images/files with language specific repository as well - local wiki overrides language specific commons overrides WM Commons. Therefore images/files which can't be on WM Commons but are used on more wikis in such language can be shared from one place.

Please obtain widespread consensus in the Wikimedia community before filing this request. For example, try starting a discussion on the Foundation mailing list http://lists.wikimedia.org/mailman/listinfo/foundation-l. Because the Commons is currently a unified project, the language subcommittee will not approve per-language Commons without such consensus.

Changing to LATER since certain reasons were given and neither Commons nor Meta can fulfil the needs.

I don't think this is something that we can track in Phabricator at the moment... It needs a big initiative from the wider community.
