access to Gerrit for Legal Contractor

Description

Hello Ops,

Legal is requesting the following:

Legal has brought a contractor onboard to help us with updating the Transparency Report. He'll need access to gerrit in order to do this. How can we arrange that? Thanks!

It's not a restricted system, anyone can get a gerrit account. Once you have a username, a gerrit admin (including but not restricted to ops) can grant them permissions to approve proposed changes to the transparency report repository, if they need it.

The contractor will need to a Wikitech account as a start, and then if additional access is needed for those reops it can added to the account.
