Citoid should convert typographer's quote marks to straight quote marks

Description

Citoid copies typographer's (i.e. curly) quote marks from the source into the resulting citation. See the diff at https://en.wikipedia.org/w/index.php?title=User%3AJonesey95%2Fsandbox2&type=revision&diff=703377757&oldid=703377048, which is unmodified Citoid output, for an example.

Per [[MOS:QUOTEMARKS]], typographer's quotes are not recommended for Wikipedia. Citoid could convert these marks (and, for extra credit, low-high („ “) and guillemet (« ») quotation marks) to straight single or double quotation marks.
