EPIC: As a multi-lingual user, I can read properly-formatted content in multiple languages on the same view

Description

TL;DR;

Content (especially text) should be aligned according to the language which is being displayed. This excludes other parts of the "chrome" like buttons (e.g. save for later) and Explore section headers (e.g. "Because you read" would still be aligned according to device language). Additionally, content's accessibility language should be set according to the originating site's language.

Problem statement

Explore feed can contain multiple "Read more" sections from various sites, as well as featured articles from EN wiki (shown here: "Because you read (mammoth in Hebrew)" with device language & search site set to English:

Recent searches can contain queries to any site in any language (pending T121239)
