It is not possible to use VoiceOver heading navigation to reach the About this article and Read more sections inside an article. This is unlike the other headings in the article.

The reason is that while the headings inside the article are "h" html elements and therefore are treated as headings automatically, the About this article and Read more sections are not a part of the WebView but they are separate views. Therefore, it is necessary to add the UIAccessibilityTraitHeader to the traits of the appropriate labels in these sections.
