[CatWatch] RC_CATEGORIZE events flood irc.wikimedia.org - indistinguisable from edits

Description

The new RC_CATEGORIZE events (https://www.mediawiki.org/wiki/Manual:CategoryMembershipChanges) appear indistinguishable from regular edits and are cause for CVNBot to currently lag behind a lot (due to its "excess flood" prevention buffer), and causing it to massively over-report edits to users with many duplicates.

These events should either be excluded from irc.wikimedia.org or output in such a way that is naturally ignored by existing regexes in consuming applications.

Considering this service is supposed to be feature-frozen and yet highly relied upon, I would strongly advise this feature is dropped immediately from the legacy IRC notifier.

I agree that these events should be dropped from the IRC feed until there's a way to distinguish them.
