Table properties link doesn't seem to work in Mobile VE when the window is scrolled down

Description

(Seen while testing for T127432, but I had tried it previously on a mobile device as well and the result didn't change).
Nothing happens when I click on the "Properties" link for a table (Win8, Chrome and Opera). Works fine on desktop instead.

Nothing at all happens when I click on the Properties link right after opening the page.
Instead, if I click on a cell, the option Table cell and its pencil icon appear. I click on the pencil icon, I edit the cell. Then I click on the table again and on the Properties link, and only now I'll see the options I can choose from.

It looks like the window manager isn't rendering intermittently on live.

The 'intermittent' part appears to be if the page has scrolled down.
