Per this Server Fault answer, enabling the ENABLE_FORCED_QDEL option (part of qmaster_params) allows users to use the -f option to qdel, which means that users can force deletion of their own jobs.

I'd rather not, for several reasons. First, this requires touching SGE config files, which is always risky. Secondly, this can easily cause users to e.g. start using -f by default, leaving all kinds of processes stuck on hosts. Finally, qdel not functioning is typically a symptom of a bigger issue, so having an admin take a look is a good thing.
