Setup udp2log on logstash-mw for testing

Description

Make testing legacy log input easier by setting up udp2log on logstash-mw and pointing the labs-vagrant wiki there at it for logging. Then make udp2log relay the log events to logstash-dev for indexing.

We aren't using the udp2log relay method in production any more (except for a couple apps that need to be updated).
