@JKatzWMF There's an extension called GlobalPreferences (https://www.mediawiki.org/wiki/Extension:GlobalPreferences). Is this what you need?

@codynguyen1116 I actually don't know. I think it would have to be installed on all projects, but...maybe? Does it apply to beta feature opt-in?
