Adding Herald is supposed to add Operations, but it waited until my comment to do that?

Chaining herald rules seems unwise. Why not just add both projects in the same rule?

Also, now that we have sub-projects we should really migrate to using those instead of implying a relationship via herald rules.

Herald rules have a non-trivial cost for every transaction phabricator processes - and they already cause a measurable amount of delay in processing task submissions.

The Herald transcripts for both actions (adding Traffic and SRE separately) are not available anymore so it's not possible to investigate what went wrong here. Please reopen if this still happens nowadays.
