Chaining herald rules seems unwise. Why not just add both projects in the same rule?

Also, now that we have sub-projects we should really migrate to using those instead of implying a relationship via herald rules.

Herald rules have a non-trivial cost for every transaction phabricator processes - and they already cause a measurable amount of delay in processing task submissions.
